The Gambling Authority has announced the issuance of nine betting licenses, marking a significant step in its regulatory efforts. Additionally, the Authority plans to soon issue licenses for Limited Payout Machines (LPMs).
This development follows an extensive and meticulous process led by the Authority, culminating earlier this year. CEO Peter Emolemo Kesitilwe explained that the process began with drafting a Request for Application (RFA) for Bookmaker and Totalisator Licenses, which was then made available for public comment.
Public Consultation and International Feedback
The draft RFA was opened to public scrutiny, allowing for comments and suggestions on potential modifications. After incorporating feedback from both local and international communities, the final draft was released for public purchase.
โAfter receiving comments, we refined the draft and made it available for sale,โ Kesitilwe stated.
Application Process for Bookmaker and Totalisator Licenses
Once the RFAs were advertised, 71 documents were purchased for Bookmaker and Totalisator Licenses. The process moved into the Applicant/Biddersโ Conference phase, where the Gambling Authority provided detailed explanations of the RFAs to ensure bidders fully understood the requirements. This conference was mandatory, serving as a vital part of the application process. Certificates of attendance were issued to confirm participation, with 44 attendees present.
Evaluation and Issuance of Licenses
Applications opened on November 19, 2023. Out of the 44 attendees, 18 bidders applied for the licenses. The Authority conducted a thorough investigation and evaluation process, including background checks and site inspections for existing operations.
Ultimately, nine licenses were awarded: one totalisator license, four route bookmaker licenses, and four independent bookmaker licenses. Kesitilwe highlighted additional opportunities within the sector, noting that the four routes would operate a total of 16 sites, all managed by citizens. The totalisator license will cover 32 sites.
Commencement of Betting Activities
Betting operations are set to begin in June this year.
Upcoming Licensing for Limited Payout Machines
Kesitilwe also discussed plans for issuing licenses for Limited Payout Machines (LPMs), which are gambling machines with restricted bets and prizes. The LPM sector involves route and independent operators, site operators, and the National Central Electronic Monitoring System (NCEMS).
The drafting process for the LPMs RFA mirrored that of the bookmaker and totalisator licenses, with public and international input shaping the final document. Forty-seven RFAs were purchased, and 34 bidders attended the subsequent conference, receiving certification for their participation. Applications are currently open, with the Authority now in the process of receiving submissions.
